   This Report focuses on a risk-based approach to environmental regulation, which involves reducing health and environmental risks by increasing control in high-risk areas. This allows timely taking the necessary measures and largely saving resources.
   The report was prepared in order to ensure citizens receive reliable information about the state of the environment and inform state authorities, local governments, non-governmental and non-profit associations, legal entities and individuals when performing activities aimed at preserving and restoring environment, rational using and reproducing of natural resources, preventing negative environmental impact of economic and other activities and mitigation of the effects. The report serves as a basis for the preparation and implementation of state policy in the field of environmental development of the Yaroslavl region, the identification of priority areas, as well as development of measures aimed at preventing and reducing negative environmental impacts and environmental risks.
