Scientific and Methodological Foundations for the Creation of an Innovative System in the Environmental Field: Control and Supervision Activities

The book is devoted to the development of scientific and methodological foundations for the development of the system of state control and supervision in the sphere of environmental management. In the course of the work, extensive research studies on this topic were analyzed, in particular, the research materials of the Institute "Cadaster" within the framework of the federal theme of Rosprirodnadzor in 2007-2010. Analytical studies on the modern vision of the methodology of environmental control and supervision system in the Russian Federation allowed the authors to determine the goals and objectives of environmental supervision and control, identify the main methodological approaches to the organization of their achievement, formulate approaches to quantitative and qualitative assessments of the effectiveness of control and surveillance activities, determine the relevant indicators and criteria for such assessments in modern conditions. The book is of interest to specialists in the field of environmental management, students and graduate students of higher educational institutions and all interested in the current state of the sphere of environmental regulation.
