The article shows that within the framework of the theory of sustainable development and orientation to the green economy in the management of urban development, the risks to the human health and procedures for improving the habitat come to the fore. Specialists of the Cadaster Institute (Yaroslavl) worked out institutional and organizational issues in relation to complex sanitary protection zones, which allowed to substantiate the selection of the most effective nature protection measures. At the same time, the author notes that in the documents of the territorial planning, despite the extensive development of the risk assessment work, there is a lack of understanding of the importance of using the results of the risk assessment, and the principles of functional zoning of the territory that take into account the dynamics of the risk space are practically not worked out.

Keywords: sustainable development of cities, risk assessment to the human health, risk-generating territories, residential areas.
