Local action plans for environmental protection and sustainable development

Currently, Russia has an increasing need for program and target-oriented methods for managing territory development. International agreements and other documents declare the relevance of planning real actions to improve the environment, ensure sustainable development, increase the role of local territories. 

We have developed local sustainable development plans based on the efficient use of natural resources and environmental protection for many territories in Russia, including Korablinsky municipal district, Ryazan region; Pervomaisky municipal district, Yaroslavl region; Guryevsky city district, Kaliningrad region; Krasnoznamensky city district, Kaliningrad region, etc. 

These works are based on many years of experience in preparing and implementing municipal programs. All applicable federal, regional and municipal documents in the field of environmental protection are taken into account. Particular attention is paid to the participation of all stakeholders, including local community, which is considered to be the main principle of environmental planning by most international documents (Agenda 21, LEAP and others). Development of Action Plans involves administrations of territories, representatives of leading organizations and enterprises, local community, as well as younger generation, who is responsible for the future development of the region. 

The Action Plans are based on identification of priority problems in environmental protection and sustainable use of natural resources, the analysis of problems and determining the main directions for their solution, identification of indicators for monitoring the implementation of the Action Plan. The document is comprised of activities grouped by priority problems. Financial and resource support of the Action Plan and the mechanisms for its implementation are determined as well. 

The action plans are aimed at stimulating the sustainable development of municipal territories: improving the environment, organizing the efficient use of natural resources and, on this basis, increasing the investment attractiveness of the district, improving people's living conditions.
