Recommendations on the Monetary Valuation of Environmental Resources in the Kaluga Region

The recommendations have been prepared with the aim of effective spread in the Russian Federation of modern international methods recommended by the United Nations and practical experience of monetary assessments of environmental resources. The results of the project serve as the basis for the creation of a market-oriented natural resource assessment system compatible with the UN system in Kaluga region.

They include (1) analysis of the current state of accounting and assessment of environmental resources in the Kaluga region and (2) monetary assessment of water and forest resources. This allowed to draw conclusions on the cost of resource use (starting from the administrative level), as well as on the directions of reforming the system of taxation of environmental resources in the Kaluga region. The importance of the practical experience and results obtained during the work is based, on the one hand, on their full correspondence with the modern international approaches and recommendations of the United Nations, and on the other hand, on their adaptation to the contemporary socio-economic conditions of a particular region of Russia.

Monetary evaluation of environmental resources, taking into account the environmental factor can and should be widely used in the territorial management at all levels. They allow:

• to determine the ecological component of the domestic product, thereby creating a new information basis for coordinating the overall economic policy in the direction of maximizing the environmentally adjusted indicator (that take into account the use of environmental resources);

• to determine the impact of consumption of basic environmental resources and environmental measures on their use (sustainable or unsustainable) and on the final value of the reserves, which makes it possible to adjust the current environmental policy to the objectives of sustainable use of the environmental capital of the territory;

• to integrate the environmental factor into the overall strategy of the socio-economic and political development of the Federal subjects, since the assessment of environmental impacts in the monetary form makes it possible to determine the role of environmental assets in defining and directing of the monetary flows in the economy of the Federal subjects.
